That package includes a rebuilt version of the original game and all DLC, plus new jobs, items, and other bells and whistles. If you were to buy everything separately at full price, it would add up to about $120.
To avoid pissing off long-time fans, the studio is offering discounts based on what you already own. If you have just the original game, the Remastered price drops to around $46. Own several DLC packs and the cost keeps sliding — for example, owning six DLCs would reduce the price to about $16. That makes upgrading much more reasonable for veterans.
